They could simply co-opt it if they feel it meets their needs. In fact, Musk believes that governments could obtain AI developed from companies at gunpoint if necessary, as they don't need to follow conventional laws.

Musk's bleak outlook towards AI might seem unusual, but it's not the first time he's been vocal about his views on the subject. He recently sparred with Mark Zuckerberg over whether AI was an existential threat, putting down Zuckerberg's limited understanding of the subject. Musk seems to think that he understands AI better than most people and is even putting his money where his mouth is. He recently founded a company called Neuralink that aims to implant chips into people's brains to help them avoid becoming obsolete when AI takes over.

Although Musk's theories often seem outlandish, he has a history of proving his detractors wrong. People once said that it was impossible to make an electric car that could compete with conventional cars, but Musk has done just that.
